North Westwood Neighborhood Council recap – June 3

The North Westwood Neighborhood Council elected a new board member and recommended stricter e-bike use policies at its June 3 meeting.

The council, which represents UCLA and Westwood Village, meets on the first Wednesday of every month at UCLA’s Weyburn Terrace. People can attend the council’s meetings in person or virtually using the link posted on the corresponding agenda.

Comments made by public officials:

  • Amanda Laflen, the field deputy for Supervisor Lindsey Horvath, said in an emailed statement that the board of supervisors passed Horvath’s motion to establish the Los Angeles County Independent Ethics Commission, which was approved by voters in 2024 to increase restrictions on lobbying and investigate government misconduct, according to meeting minutes.
  • Janet Turner, the deputy district director of outreach for Congressman Ted Lieu, said Lieu co-sponsored three bills, including the Professional Degree Access Restoration Act, which would reverse cuts to professional school loans, according to meeting minutes.
  • A representative for California State Senator Ben Allen’s office said people can share their experiences of unrenewed property insurance with Allen’s office, according to meeting minutes. The representative added that 14 bills passed the California State Senate, including Senate Bill 1233, which requires public utility companies to provide more information before proposing a rate change, and Senate Bill 1365, which allows city attorneys to prosecute housing price gouging, according to meeting minutes.
  • Michael Russell, the executive director of the Westwood Village Improvement Association, said Taiwanese bubble tea store Milksha recently opened in Westwood, and Raising Canes was supposed to open in June if it passed inspections, according to meeting minutes. Russell added that the Westwood Community Design Review Board is reviewing Chill Since ‘93, a cafe and pizzeria chain, according to meeting minutes. The minutes also said Russell listed several events – including the Vegan Street Fair and a FIFA World Cup watch party – that will be held in Westwood throughout July.
  • Carmen Zambrano, the assistant director of local government and community relations for UCLA Government Relations, said UCLA’s Botanical Gardens holds guided garden tours on the first and third Saturdays of each month, according to meeting minutes.

Comments made by members of the public:

  • Steve Sann, a member of the Board of Directors at the Friends of the Westwood Library, said the Friends of Westwood Library’s Big Book Sale would take place June 6, according to meeting minutes.
  • A member of the public said the owners of Torbati Printing on Westwood Boulevard have operated the business for 14 years, and the business needs more support from the Westwood Community, according to meeting minutes.

Announcements:

  • Andrew Lewis, the chair of the Community Health and Homelessness Committee, said the committee held a successful resource fair May 30, according to meeting minutes. The minutes said he added that Gayley Avenue was repaved.
  • Faculty and Teaching Board Member Elsa Duval said Kick it in the Park – a series of free World Cup watch parties – will host an event in Westwood and needs volunteers, according to meeting minutes.

Agenda:

  • The council voted against a community impact statement that would have urged the LA City Council to place a measure on the November ballot to raise a property tax on private country clubs, according to meeting minutes.
  • The council passed a community impact statement providing recommendations on UCLA Policy 813, which regulates personal mobility devices including e-bikes and motorized scooters, according to meeting minutes. The statement recommends the university distinguish e-bikes from electric motorcycles in the policy language, recognize additional safety accreditations for e-bikes, remove license requirements for e-bike riders and limit certification requirements to devices stored indoors.
  • NWWNC President Josh Trifunovic accepted the resignation of At-large Board Member Bettina O’Mara, according to meeting minutes.
  • Trifunovic accepted the removal of Organizational Board Member Will Holzer, according to meeting minutes.
  • The council unanimously voted to accept the April 2026 monthly expenditure report, according to meeting minutes.
  • The council elected Kimberly Bertz, a former corporate executive, as an At-Large Board Member, according to meeting minutes.
  • The council voted unanimously to approve its June consent calendar, according to meeting minutes.
