Jerry Kang, the former vice chancellor for equity, diversity and inclusion, testified that the Discrimination Prevention Office decided not to complete a formal investigation over the email following its preliminary assessment.

The preliminary assessment refers to the DPO’s standard procedure, in which staff first evaluate whether to move forward with a formal investigation, pursue an alternative resolution or close the matter entirely.
