Editorial: USAC constitutional amendments make necessary updates

Any government needs fair and consistent guidelines.

The proposed amendments to the Undergraduate Students Association Constitution do just that – bringing the document in line with existing policy while removing conflicts with other governing documents.

USA Council hired a procedure expert in 2025 to consult on the amendments. These would update the constitution to reflect things the USA Council is already doing, and remove unnecessary procedures.

One of the changes is a closer adherence to Robert’s Rules of Order, a standard set of parliamentary procedures used to guide group meetings and decision-making. Another sets out clearer rules on quorum, or the minimum number of representatives needed to pass legislation.

The full list of reasoning for each constitutional amendment is available to the public in the last two pages of this document.

The Editorial Board readily endorses this more up-to-date USA Constitution. Given that it is the only Ballot Referendum that doesn’t add student fees, and it would improve the Constitution, voters should feel confident supporting the amendment.
