USAC recap – Dec. 2

Three UCLA vice chancellors outlined the kinds of expression protected under the university’s Time, Place and Manner policies at the Undergraduate Students Association Council’s Dec. 2 meeting.

USAC is the official student government representing the undergraduate student body at UCLA. Council meetings are open to all students and usually take place in person at the Bruin Viewpoint Room and on Zoom every Tuesday at 7 p.m. Students can find the links for the meetings on the agenda posted on the USAC website or watch a livestream on the USAC Live! channel on YouTube.

Public comment:

  • There were no public comments at the meeting.

Special presentations:

  • Administrative Vice Chancellor Michael Beck, Associate Vice Chancellor for Campus and Community Safety Steve Lurie and Vice Chancellor for Student Affairs Monroe Gorden Jr. gave a presentation on UCLA’s Time, Place and Manner policies, which dictate the university’s designated areas for public expression. The vice chancellors said a consistent channel of communication between Lurie, UCPD Chief Craig Valenzuela and the Events Office will help avoid conflicts between large schoolwide events. Lurie and Beck also said they did not see any formal complaints through the TPM portal during or after the November UC Board of Regents meeting, in response to an inquiry from President Diego Bollo. Lurie said students should report any harassment or hate speech coming from groups on Bruin Walk to UCPD or his office but added that controversial speech is still protected under the First Amendment. He said the University will usually default to allowing such speech to encourage freedom of expression, but complaints will be evaluated on an individual basis.
  • Idriss Njike, the executive director of residential life and first year experience, and Melissa Faybik, the assistant director of student experiences and communications, gave a presentation on increased university apartment options for the 2026-27 school year, which include 9.5-month contracts to accommodate early arrival and late departure requests from students and undergraduate units in the Weyburn Terrace complexes to provide lower-density housing options. Weyburn Terrace will offer about 3,000 undergraduate units once it is fully opened following the 2028 Olympics, Njike added.
  • Betty Mogollon, the UCLA chapter chair of the California Public Interest Research Group, shared the organization’s fall quarter in review presentation. The presentation highlighted CALPIRG’s impact, including receiving 850 petition signatures for its Save the Bees campaign and working on its Zero Hunger project at the Downtown Women’s Center. Mogollon also said 65 new volunteers attended the CALPIRG Fall Kickoff, its largest meeting of the quarter, and 1,303 new due-paying members signed up this fall.
  • Arman Aksu, an assistant chief of senate for the Academic Affairs Commission, gave a presentation on streamlining USAC media – a project led by Katie Chan, the director of marketing and publicity for AAC. Aksu said certain forms of media, such as emails sent by administrators and ASUCLA informative posts, are important resources meant to inform the students of ongoing events. However, he added that he believes the media is difficult to follow because of the variety of platforms, and he recommended that the 15 USAC offices create a shared Slack channel to collaborate on creating media.

Funding:

  • The council allocated $7,032.35 from the Supplemental Fund for Service to seven USAC entities and 17 non-USAC entities.
  • The council allocated $1,071.40 from the Student Wellness Programming Fund to four non-USAC entities.
  • The council allocated $8,955.06 from the Bruin Advocacy Grant to seven non-USAC entities.
  • The council allocated $5,813.53 from The Green Initiative Fund to one USAC entity and two non-USAC entities.
  • The council allocated $2,065.35 from the USAC Discretionary Fund for an event hosted by Bruin Parenting Scholars and multiple USAC offices.

Appointments:

  • The council appointed Tessa Hao, a second-year statistics and data science student, as the assistant chair of the Board of Directors.
  • The council appointed Joshua Sitoy, a third-year neuroscience student, to the Student Initiated Outreach Committee.
  • The council appointed Leydi Hernandez, a fourth-year education and social transformation and psychology student, to the Student Initiated Outreach Committee.
  • The council appointed Erica Tovar, a third-year sociology student, to the John Wooden Center Board of Governors.
  • The council appointed Danielle Nabong, a second-year political science student, to the Student Initiated Outreach Committee.
  • The council appointed Emily Zhu, a second-year cognitive science and political science student, to the Student Risk Education Committee.
  • The council appointed Kailani Kainoa-Rivas, a third-year global studies student, to the Student Initiated Outreach Committee.

Officer reports:

  • Bollo said in his written report that he met with Los Angeles City Councilmember Katy Yaroslavsky to discuss how the 2028 LA Olympics will impact students.
  • Internal Vice President Tommy Contreras said in his written report that his office held a Q&A with attorney Kathleen Martinez in collaboration with the First-Generation Pre-Law Society and Peruvian Student Union.
  • External Vice President Sherry Zhou said her report would be written but did not update her report.
  • General Representative Talia Davood said in her written report that her office would distribute free blue books and scantrons on Bruin Walk on Dec. 3 and Dec. 4 from noon to 2 p.m.
  • General Representative Jayha Buhs Jackson said in her written report that she will follow up with Lurie in early January to discuss the Be Well Bruin program, a Student Affairs initiative that offers wellness resources to students. She added that she is planning events for winter quarter, including Financial Literacy Night.
    • General Representative Brett Berndt did not update his written report.
    • Academic Affairs Commissioner Cristopher Espino said his office began developing a pilot program that pairs college students with transition-aged youth who are interested in higher education and added in his written report that he attended a fireside chat with Chancellor Julio Frenk.
    • Campus Events Commissioner Daniel Leal said in his written report that his office planned to hold Noon Tunes, a series of CEC concerts for students, on Dec. 4 at Kerckhoff patio as his office’s final event of the quarter. He added that CEC has begun looking for vendors for Afrofest, a festival on campus hosted in collaboration with the UCLA Nigerian Student Association that features food, vendors and performances.
    • Community Service Commissioner Edison Chua said in his written report that his office is looking to work with the Community Programs Office to process funding applications for student organizations.
    • Cultural Affairs Commissioner Divine Trewick did not update her written report.
    • Facilities Commissioner Joy Huang said in her written report that the Facilities Commission is hosting a FAC Fest on the first Friday of winter quarter to celebrate accessibility, sustainability and transportation advocacy. She added that her Transportation, Equity and Access committee has been working with the LA Department of Transportation on the Westwood Boulevard Safety and Mobility Project as it seeks to make safety improvements on Westwood Boulevard before the 2028 Olympics.
    • Financial Supports Commissioner Nico Morrone said in his written report that his office is working on a new funding body to support student organizations with projector and audiovisual rentals on campus and is collecting lab coats and goggle rentals in the FSC office.
    • Student Wellness Commissioner Hannah Yip said in her written report that her office’s programming fund applications are now open, adding that the SWC’s quarterly impact and financial transparency report will be published this week.
    • Transfer Student Representative Hyerim Yoon said in her written report that her office conducted four Appointments Review Committee interviews. She added that she would meet with Claudia Salcedo, director of the UCLA Center for Community College Partnerships, on Dec. 9.
    • International Student Representative Keya Tanna did not update her written report.

    Agenda items:

    • The council approved a bylaw change that would create a new committee in CAC dedicated to increasing the retention of immigrant students at UCLA and in higher education.
    • Espino introduced a bylaw change to implement an Inter-Departmental Student Council, an advisory group led by the AAC that aims to represent the academic needs of students across all academic departmental student councils and advisory groups at UCLA.
    • Yoon introduced a bylaw change that would create a committee in support of student-initiated retention and access programs with Gorden’s office and dissolve the Transfer Leadership Coalition and the Transfer Pride Week Planning Committee.
    • The council unanimously approved adjustments to the Office Space Allocation Committee general guidelines, application and grading guidelines for the 2026-28 academic years.
