North Westwood Neighborhood Council recap – Aug. 11

The North Westwood Neighborhood Council is the official neighborhood council representing Westwood Village and UCLA to the Los Angeles City Council. Council meetings are held each month and open to the public via Zoom. The next meeting will be held virtually Sept. 1.

The July council meeting was originally scheduled for Aug. 4 but was postponed and held Aug. 11.

Comments by public officials:

  • A spokesperson for California Assemblymember Isaac Bryan’s office said Bryan introduced his first affordable housing bill, AB 1043, which would connect residents with affordable housing and related services.

  • Carmen Zambrano, a UCLA Government and Community Relations spokesperson, said UCLA is planning for 80% of classes to be held in person, and the remaining 20% are larger lectures to be held virtually. UCLA Housing also anticipates returning to full capacity with 15,000 students on the Hill, she added. She also said beginning July 26, weekly COVID-19 tests were required for students, faculty and staff members on campus, regardless of vaccination status.

  • Brad Fingard, west area representative for Mayor Eric Garcetti’s office, said the city council and city attorney’s office are working on a proposed law that would require people to show proof of vaccination before entering indoor venues such as restaurants, bars, gyms, shops and movie theaters. Fingard also said the city will launch a 10-month pilot of the Angeleno Corps Program, which offers work experience, educational support and a $1,000 scholarship for some 18 to 24 year old LA residents. Applicants must be enrolled at a community college or youth source center, and the application is due Aug. 23, Fingard said.

Board announcements:

  • Andrew Lewis, the NWWNC vice president and co-chair of the Health and Homelessness Committee, said the committee hosted a town hall for LA City Council District 5 candidates.

  • Ernesto Arciniega, the co-chair of the Budget and Finance Committee, said the committee is planning a request for $1,500 in their next meeting discussing budgetary allocations.

Public comment:

  • A member of the public whose Zoom name was “Annie” said she supports turning part of Broxton Avenue into a pedestrian plaza area and adding a metro stop to the UCLA campus.

  • Another member of the public whose Zoom name was “Andrew P” said he supports changing part of Broxton into a pedestrian plaza because it would beautify the location and make it easier for people to safely cross the street.

Agenda:

  • The board approved the meeting minutes from its June and July board meetings.

  • The board appointed Vignesh Senthilkumar, a renter stakeholder, to the Westside Regional Alliance of Councils Homelessness Committee.

  • The board appointed Jacob Wasserman, a researcher at the Luskin School of Public Affairs, to the Transportation and Safety Committee, the Planning and Land Use Committee and the Homelessness and Community Health Committee.

  • Andrew Thomas, the executive director of the Westwood Village Improvement Association, delivered a presentation on the proposal of turning part of Broxton into a walking-only plaza for pedestrians. The current plan for the plaza includes designated outdoor dining areas, street performances and weekly programming, Thomas said.

  • The board approved a motion to submit a Community Impact Statement in support of turning Broxton from Weyburn Avenue to Kinross Avenue into a walking-only plaza.

  • The board approved a motion to recommend the approval of a conditional-use permit allowing the sale of alcoholic beverages for a new large ranch market by the intersection of Wilshire Boulevard and Westwood Boulevard.

  • The board approved a motion to support the WRAC motion calling for a metro station to be located at UCLA campus as part of the LA Metro Sepulveda Transit Corridor Project.

  • The board tabled discussion on LA City neighborhood council training to its next board meeting.

  • The board also tabled discussion on appointing board members as representatives for the 2021 Civic University for Neighborhood Councils to its next board meeting.
