A proposal for an endowment fund lies before the Undergraduate Students Association (USAC) that could secure USAC against the type of fiscal recession it was plagued with last year.  The decision lies between using surplus funds as they become available, or setting them aside to fortify future student governments and student organizations against monetary instability.
