Just before the vote, USAC President Avinoam Baral became emotional, saying he was frustrated about not being able to voice his thoughts on the resolution for the majority of the meeting.

After discussing the resolution, a majority of councilmembers voted in favor of passing it. Just two councilmembers voted against it, and two abstained.
